Pinewood Avenue Capital Investment

Enhancing the Northwood Gateway: 

Pinewood Avenue Streetscape Renovation.

Pinewood Avenue serves as the primary North-South gateway into Northwood Village. Currently, however, its design reflects outdated engineering priorities that favor high-speed transit over human-centric vitality.  



 

1. Universal Accessibility (ADA Compliance)

  • The Issue: Current sidewalks are fragmented, narrow, and non-compliant, creating "mobility deserts" for the elderly and those with disabilities.
  • The Solution: Installation of continuous, 5-foot minimum width sidewalks on both sides of Pinewood, featuring tactile warning pads and level transitions at all intersections.

2. "Sponge Street" Flood Mitigation

  • The Issue: Seasonal heavy rains lead to localized ponding, damaging pavement and impeding access to the District.
  • The Solution: Integrated Green Stormwater Infrastructure (GSI).
    • Bioswales: Landscaped areas that capture and filter runoff.
    • Exfiltration Trenches: Sub-surface storage to alleviate pressure on the city’s storm drains.

3. Safety & Historic Character

  • The Issue: Overhead "cobra" lighting is designed for cars, leaving pedestrians in the dark and eroding neighborhood charm.
  • The Solution: Pedestrian-level historic lighting. These fixtures provide a warm, even "wash" of light at the human scale, enhancing safety and extending the aesthetic of Northwood Village into the residential gateway.

4. Multi-Modal Connectivity

  • The Issue: Lack of clear bike routes forces cyclists into high-speed traffic lanes.
  • The Solution: Dedicated bicycle route signage and high-visibility "Wayfinding" to guide residents and visitors safely into the District.

5. The "Green Spine" Canopy

  • The Issue: The urban heat island effect makes walking uncomfortable during Florida summers.
  • The Solution: A standardized line of Palm trees and native shade trees. This creates a "cool corridor" that reduces ground temperatures by up to 10 degrees while enhancing the tropical "Old Florida" brand of Northwood.

Pinewood Avenue is far more than a simple transit corridor; it is the socio-economic artery that connects the residential fabric of Northwood to the commercial and cultural heart of Northwood Village

 In its current state, the fragmented or non-existent sidewalk segments on Pinewood Avenue effectively "lock out" residents with mobility aids, parents with strollers, and the elderly from safely accessing the Northwood District.

Flood Mitigation

Integrating flood mitigation into the Pinewood Streetscape project is a brilliant move—it transforms a "transportation" project into a "resilience" project, which often opens up more state and federal funding (like FEMA or Florida DEP grants).
